Biography

Massimo Bisogno serves as the Director of the Special Office for Growth and Digital Transition at Regione Campania, where he also holds the position of Head of Digital Transition for the regional entity. In this capacity, he is responsible for orchestrating the region's digital development, overseeing the implementation of strategic guidelines for the reorganization and digitalization of the regional administration. His mandate encompasses the governance of digital infrastructures, services, and ecosystems, as well as ensuring robust cybersecurity measures and promoting the expansion of ultra-broadband connectivity across the territory.[1]

An informatics professional by training, Mr. Bisogno has accumulated extensive experience in complex digital transformation projects within both private and public sectors. His career has consistently focused on the digitalization of Public Administration, where he has been instrumental in defining, standardizing, and re-engineering administrative processes.[1]

Under his leadership, Regione Campania has made significant strides in digital health, particularly with the implementation and management of the Electronic Health Record. This initiative, part of the broader "Sinfonia Salute" project, has positioned Campania as a leading region in Italy for digital health services, enhancing citizen access to healthcare information and booking systems.[2] Building on this success, Mr. Bisogno has championed the expansion of this data integration model to "Sinfonia Ambiente," an initiative aimed at incorporating environmental data to establish an environmental intelligence unit. This project leverages artificial intelligence for the management and analysis of large datasets, with a strong emphasis on data quality and verification.[3]

Mr. Bisogno's work also involves coordinating regional administrative structures, fostering relationships with relevant public administrations for the Italian digital agenda, and engaging citizens, businesses, and stakeholders in the digital transition process. He is a proponent of e-government policies and smart communities, advocating for a comprehensive vision of public information assets based on integration and data sharing.[2] His expertise extends to GIS technologies and software development, further underpinning his contributions to regional digital innovation.[2]
